Star Utah Utes quarterback Cam Rising could potentially be eligible for an eighth college football season after another rule change regarding transfers has taken place.
Rising has been playing college football since 2018. Since then, he has only actually played in three college seasons.

The settling of an antitrust lawsuit that the NCAA was involved in is the reason that Rising, among many other college athletes, could be granted another year of eligibility.
The settlement says that players who sat out for a season in 2019 or later should have the opportunity to come back next season.
According to the terms of the transfer settlement, yes, it appears Cam Rising could get an 8th year if he wants it.

The argument made was that the eligibility limitations that were previously in place were putting an “illegal restraint” on college athletes’ ability to sell their name, image and likeness.
Ohio Attorney General Dave Yost explained his view on the situation in an article from The Spun.
“There is strength in numbers,” Ohio Attorney General Dave Yost said. “This case would never have come to pass had many players not been sidelined by the NCAA’s arbitrary and unfair rule. We’re fighting for better competition and long-term change.”

Utah Utes QB Cam Rising, who was supposed to be competing for the Heisman Trophy in 2023, has already been granted a controversial seventh year of eligibility.
Rising started his career in 2018 with the Texas Longhorns as a redshirt freshman. He then sat out the 2019 season as a transfer before sitting out the 2023 season as a medical redshirt.
Rising’s career, which has only really seen him play in two full seasons, has seen him complete over 64% of his passes for 5,572 yards passing, 46 passing touchdowns and 14 interceptions.
Rising famously led a gutsy toe-to-toe battle with an incredibly loaded Ohio State Buckeyes roster in the Rose Bowl before suffering an injury toward the latter portion of the game.

Glimpses of his ability to compete with some of the best teams in the country are why Utah fans have no problem keeping him around, even if the rest of the college football world thinks it’s time for him to move on.

Many fans do not think it is right for a player like Rising to continue to play in college football. Rising would be closer to 30-years-old than 20-years-old if he decided to take the opportunity to play for an eighth college football season.
His advanced age and injury-prone history would likely not make him an ideal draft candidate for NFL teams, meaning he wouldn’t have a lot of reasons to forego the potential eighth year of eligibility, especially in an era that allows him to make NIL money.

Rising has not publicly addressed what his decision would be if granted an eighth year of eligibility. That statement likely would have to wait until after the conclusion of the 2024 season.
