    Proposed New Rules Coming to College Football in 2023

    While many changes were added by the NCAA committee in 2022, three major proposed rule changes were officially brought to the table and are now likely to go in play for the 2023 upcoming season.

    Game Clock

    The game clock would not stop after first downs, with the exception of the final two minutes of the half.  Finally, at least college adapts one-rule that matches the NFL, which keeps the clock running after a first down.

    This will also decrease the game time which some say is too long.

    Now, the next rule that bothers me that should be changed is that dang one-foot in bounds to two-feet. And same with the XFL. We want to teach these guys how to make it to the NFL. Keep that rule equal.

    Time Outs

    Also similar to the NFL, teams may not call back-back timeouts to “freeze the kicker” before vital field-goal tries.

    What I think college should implement next is coaches challenges just like the NFL. They should give each coach @ least one challenge per game.

    Penalties

    Gone now are the days of the “untimed downs” where the team on offense gets a free down with 0:00 time left on the clock after the defensive team makes a penalty at the end of the first or third quarters. Instead, the penalty will carry into the second and fourth quarters like in the NFL.

    Didn’t Carry Over

    A possible rule change that was formerly shared, but wasn’t presented at this time was that “the clock would continue to run after incomplete passes.” It was considered an “out-of-bounds” subject and tabled for now.

    On April 20, the NCAA Playing Rules Oversight Panel will come together to discuss and formalize these rules as it is thought to only be an official procedure.
